What the city's permit pages say
Neither of the city's permit lists names gutters, in either direction. So don't let anyone tell you the answer is settled without asking the city.
| City page | What it lists | Gutters named? |
|---|---|---|
| Permitting | Under alterations: "new roofs, vinyl siding, window replacements, etc." | No |
| FAQs, no-permit items | Cosmetic items like flooring, cabinets and countertops, plus driveways, sidewalks, grade-level patios, and sheds of 200 square feet or less | No |
| Roofing permit form | Has a "Storm Damage/Hail Damage" option | No |
Call and ask: Madison Building Department, 256-772-5644, 100 Hughes Road, Madison 35758. Describe your job and whether a roof is part of it. Since "new roofs" is on the alterations list, a combined roof and gutter job is worth raising specifically.
When gutter water becomes a drainage question
This is where Madison is most different. The city's FAQ sets out a process: Engineering, at 256-772-5639, assesses a drainage issue on your property first, and "if there is a violation, Code Enforcement will get involved."
No ordinance read for this site says where a house downspout may discharge in Madison, so this site can't tell you whether a downspout aimed toward a neighbor, a sidewalk or a street is allowed. Engineering is the office to ask. The general guidance from the Department of Energy's Building America guide is to discharge "at least 5 feet from the foundation". That's guidance, not a city rule. See downspouts and drainage.
Subdivisions and HOAs
No Madison HOA rule on gutters was found in the sources read for this site. If you live in a subdivision with covenants, read them and ask your HOA before choosing a color or changing where a downspout lets out.
Rain and sizing
The rain figures on this site come from Huntsville's National Weather Service normals and NOAA's rate for downtown Huntsville. NOAA's rates move slightly by address, so treat them as close, not exact, for a Madison house. You can run your own eave through the size calculator.
Cost
No Madison contractor's price was collected for this site. National figures run from an average of $1,135 (Bob Vila, June 2023) to $3,200 on a typical 2,000-square-foot home (about 200 feet of gutter) (This Old House, October 2026). The cost guide has the details, and your written price is what counts.
Questions homeowners ask

Madison Engineering, at 256-772-5639, assesses it first. If there's a violation, the city's FAQ says Code Enforcement gets involved.
